These are very high level observations, otherwise the procurement and sourcing like contract management process especially in Federal Agencies are totally different and very complex. To successfully meet the requirements, SAP has developed a separate Application called Procurement for Public Sector (PPS).
SAP PPS is not an independent Application but an add-on. It should be implemented and bolted to SAP SRM on the front and SAP ECC at the back.
SAP PPS will ensure that expectations of PS clients are met with satisfaction.
